Process of formation of Legislative Council

Under Article 171 of the Constitution, the following provisions have been made regarding the election of members for the formation of the Legislative Council:

1/3 members are elected by the municipalities, district boards and other local bodies of the state.

1/3 of the members are elected by the elected members of the Legislative Assembly.

1/12 members are elected by such persons who have obtained a bachelor's degree at least three years ago and are voters of that assembly constituency.

1/12 members are elected by those teachers who have been teaching in higher secondary schools or higher educational institutions for 3 years.

1/6 members will be nominated by the Governor, who have special knowledge or practical experience of literature, art, cooperation, science and social service of the state.

All members are elected on the basis of the ‘system of proportional representation’ by means of a single transferable secret ballot process.

Qualifications for membership
