Manufactured Sand: This is an alternative to gravel, the use of which will eliminate our dependence on the gravel coming out of rivers and will also solve the problem of waste coming out of mines in the mining areas of the state. By setting up a large number of M-Sand units, employment opportunities will also be created at the local level.

Under this policy, use of minimum 25% M-sand is mandatory in government construction works of the state, which can be increased to 50% depending on availability.

Minimum net worth of Rs 3 crore and turnover of Rs 3 crore is mandatory for setting up a new M-Sand unit.

Also have 3 years experience in this field (crushing) or experience of participation in joint venture.

In this policy, M-Sand units have been given industry status.

9 new policies launched in Rajasthan

Launch: On December 4, 2024, Chief Minister Bhajanlal Sharma launched 9 policies.

Objective: To promote investment and accelerate the economic development of the state.

1. MSME Policy 2024

Objective: To enable local industries to compete globally.

20 thousand new MSME enterprises will be established.

Employment generation for 1 lakh people.

Additional 2% interest subsidy on loan.

Assistance up to Rs 15 lakh on raising funds from SME exchange.

Subsidy up to 50% or ₹5 lakh on advanced technology or software.

Recharge assistance up to Rs 3 lakh on quality certification and IPR.

Recharge up to ₹50 thousand on digital devices.

Up to 75% recharge on e-commerce platform fees.

The MSME sector is contributing about 25% to the GSDP of Rajasthan.

2. Rajasthan One District-One Product Policy 2024

Objective - To promote district-specific products and crafts by creating infrastructure for local producers, which will increase the income of artisans, craftsmen, farmers and product manufacturers.

Margin money subsidy of 25% of cost (maximum ₹15 lakh) for new micro enterprises.

Margin money subsidy of 15% of cost (maximum ₹20 lakh) for new small scale enterprises.

Additional benefits to SC, ST, women, disabled or young entrepreneurs below 35 years of age (maximum ₹ 5 lakh)

Incentive amount to those taking products to national and international exhibitions.

  1. Stall cost for exhibition in Rajasthan up to three times is ₹ 50 thousand and rent for two people.

  2. When visiting exhibitions in other states, stall expenses up to ₹ 1.50 lakh and rent for two people.

  3. When going to an exhibition abroad, the stall cost is up to ₹ 2 lakh and air fare for two people.

3. Rajasthan Export Promotion/Incentive Policy 2024

Exporters will be assisted in documentation, technical upgradation and participation in international events.

This will reduce logistics costs and Rajasthan's products will be able to gain recognition at the global level.

Marketing and research team will be formed for branding of products at national and international level.

We will identify those products from each district which have better chances of being taken to the national and international level.

4. Rajasthan Cluster Development Policy 2024

The productivity and quality of artisans and small scale industries will be improved through cluster based development in the state with access to raw materials and training facilities.

Through this, the productivity, quality and efficiency of handicrafts, handloom and MSME sectors in the state will be increased and they will be developed in line with the global market.

To revive handicrafts and handloom industries.

Help to small entrepreneurs from Rs 50,000 to Rs 2 lakh.

5. Rajasthan Tourism Unit Policy 2024

Through this policy, establishment of tourism units in the private sector has been encouraged by attracting investors and entrepreneurs related to tourism.

Eco-tourism and heritage tourism will be promoted for employment generation.

Inclusion of new tourism models:-

Eco Tourism Unit, Film City, Heritage Restaurant, Hotel Accommodation, Indoor/ Outdoor Play Zone, Integrated Tourism Village, Motel/Way-side Facilities, Resort Accommodation, Rural Tourism Unit, Tourism Startups.

Investment Incentives:

Allotment of government land to projects with minimum investment of ₹100 crore in 3 years at identified locations.

Special facility in land allotment:

Facility for allotment of government land belonging to or falling within a tourism unit at agricultural or residential DLC rates up to 10% of their owned land.

economic incentives:

100% exemption in stamp duty, conversion charge, development charge and land use change fee to new tourism units.

Industrial Grade:

With the tourism and hospitality sector getting industrial status, UD tax, electricity charges and building plan approval charges will be at industrial rates.

3 years fire NOC.

Bar license at concessional rates for heritage hotels and restaurants.

6. Rajasthan Integrated Clean Energy Policy 2024

Objective: To establish Rajasthan as a leader in renewable energy through solar, wind and green hydrogen projects.

Through this policy, renewable energy, biomass and waste to energy, green hydrogen and energy storage (pumped storage, battery storage) projects will be promoted in the state.

Renewable energy capacity will increase to 125 GW by 2030.

Projects creating storage systems for cheap electricity produced from renewable energy (solar, wind, pumped storage) plants will be registered at a token amount of ₹ 1.

Companies will also supply some part of cheap electricity to discoms. The system of taking cheap power generation to other states will end.

Registration fee for projects up to 10 MW reduced to ₹5000.

Energy storage plant of minimum 5% capacity has been made mandatory for setting up projects of more than 5 MW.

Provisions to promote net zero buildings.

Permission to install solar rooftop up to 80% transformer capacity in net metering system.

Under this policy, a world-class solar park with a capacity of 2,245 MW will be established.

7. Rajasthan AVGC & XR Policy 2024

Objective: To make Rajasthan a leader in the field of animation, visual effects, gaming, comics and extended reality.

This policy will encourage the local talents of the state.

Also, Atal Innovation Studio and Accelerator will be set up to promote innovation in this sector.

AI based game development center will be opened.

8. Rajasthan Mineral Policy 2024

Applicable- 9 December 2024

Target: To increase the present 3.4% share of mineral sector in the state's GDP.

5% more by 2029-30

To increase to 8% by 2046-47.

Employment target: To create employment for 50 lakh people by 2029-30 and 1 crore people by 2046-47.

Revenue target: Threefold increase by 2029-30 to ₹1 lakh crore annually by 2046-47.

Auction of 50 blocks of primary minerals in the next 5 years.

To increase the participation of local people in minor mineral mines in tribal areas, the bid security amount for participating in the auction has been reduced to ₹ 5 lakh.

Note: There are reserves of 82 types of minerals in Rajasthan, out of which 58 are being mined on a commercial scale.

The state is producing about 15% of the country's total crude oil and 3.3 million cubic meters of natural gas per day.

Major provisions:

  1. Promotion of private participation:

Private sector participation in exploration of mineral resources.

Establishment of Post Auction Facilitation Cell.

Auction of Blocks with Pre-embedded Clearances.

  1. Measures to prevent revenue evasion:- Geo-Fencing, RFID check post, GPS vehicle tracking and drone survey.

  2. Ease of Doing Business:- Simplifying the process of permits and permissions.

  3. Exemption in royalty on commercial bricks.

  4. Establishment of land banks in the districts.

  5. Stopping illegal mining.

  6. To make arrangements for the health and safety of workers.

Note: This is the sixth mineral policy of Rajasthan.

First Mineral Policy: 1978

9. Rajasthan M-Sand Policy 2024

Objective: To promote the use of M-Sand (artificial gravel) in place of gravel in construction works.

Waste solution.

Solution to problems related to shortage of gravel.

Reuse of debris generated from demolition of buildings and concrete structures will be encouraged.

Environmental protection and reduction of construction costs.

The use of M-Send in government construction is currently 25% but will increase to 50% by 2028-29.

The requirement of minimum network, turnover and experience for setting up the unit is eliminated.

Half of the security deposit required for setting up the unit.

Industry status to M-Sand unit.

In mining lease allocation, auction of 5 plots every year instead of 2 in each district.

Auctioning stone waste lying on government land at half the rate.

100% rebate in DMFT amount and 50% rebate in royalty to those taking permits.

75% rebate in payment of stamp duty and reimbursement of 25% stamp duty.

Electricity charges waived for 7 years.

The government will give 50% in EPF and ESI for 7 years on employment generation.

Note: Provision has also been made to provide benefits of Rajasthan Investment Promotion Scheme 2024 to M-Sand units.

Non-Resident Rajasthani Policy of Rajasthan-2025

The approved Non-Resident Rajasthani Policy of Rajasthan-2025, aimed at strengthening the social, cultural and economic connect of NRIs with the state in line with the changing times, will create a conducive environment to promote investment, trade, knowledge exchange, research and contribution of NRRs in social causes.

The NRR policy will create a better ecosystem in the state to accelerate investment by NRI Rajasthanis. NRR Investment Facilitation Cell will be set up to coordinate all investment related processes, in which Investment Liaison Officers will monitor investment proposals, organize diaspora meet programs and ensure departmental coordination.

Investment Coordinators will be appointed in Rajasthan Foundation chapters, who will identify investment leads and share information on state government policies and schemes.

NRR Investment Advisory Councils will be formed with the support of expatriate experts and business leaders, who will prepare policy suggestions and sector-wise investment roadmaps.

A systematic grievance redressal and coordination mechanism will be established to resolve the problems of migrant Rajasthanis.

Transit-Oriented Development (TOD) Policy

In view of the challenges like increasing traffic jams, pollution, unsystematic land use and economic loss in the urban areas of Rajasthan, the state government will implement a new and visionary urban planning policy in the form of Transit-Oriented Development (TOD) in all urban bodies.

TOD is a modern urban development model, which aims to develop compact, mixed-use and high-density areas around public transport stations (metro, railway stations). It makes cities more accessible, eco-friendly and livable by encouraging walking and non-motorized transportation (NMT).

This policy will ensure seamless commuting in cities over short distances by bringing people and jobs closer to public transport with better integration of land use and transportation.

Rajasthan Film Tourism Promotion Policy 2025

Issuer: Chief Minister Bhajanlal Sharma.

The new film tourism policy will establish the state as a filming hub and open new opportunities for employment and skill development for the youth.

Subsidy up to 30% on film expenditure:

There is a provision to give subsidy up to a maximum of 30% of the expenditure incurred on shooting of feature films, web series, TV serials and documentaries in Rajasthan. The maximum subsidy limit for feature film has been fixed at ₹3 crore, web series at ₹2 crore, TV serial at ₹1.5 crore and documentary at ₹2 crore.

Minimum expenditure limit:

To avail the subsidy, the minimum expenditure in the state will be ₹2 crore for feature films, while ₹1 crore will be mandatory for web series, TV serials and Rajasthani language films.

There are following provisions for availing subsidy:

  1. Location Screen-Time Based Incentives

Locations in Rajasthan with 5-15%, 16-30% and more than 30% screen-time will get 10%, 20% and 30% subsidy respectively.

  1. Maximum subsidy up to 30% will be available if 50% shooting days of the feature film is done in Rajasthan and the minimum expenditure limit is met.

  2. If 100% shooting is done in Rajasthan, 5% additional subsidy will be given within the maximum subsidy limit.

100% reimbursement of fees at government locations:-

100% reimbursement of permission fee/fees (maximum five days) of shooting locations controlled by State Government and Central Government will be given.

Special encouragement to films winning international/national awards:-

International award winning feature films shot in Rajasthan will get a maximum incentive of ₹ 1 crore and films winning the National Film Award of the Government of India will get a maximum incentive of ₹ 50 lakh.

Rajasthan Vehicle Scrapping Policy-2025 approved

​Rajasthan Vehicle Scrapping Policy-2025, approved in compliance with the announcement of the budget year 2025-26, is being brought with the aim of phasing out the unfit and polluting vehicles on the roads in the state and disposing of them as per scientific, safe and environmental standards.

Under this policy, establishment of Registered Vehicle Scrapping Facilities (RVSF) will be promoted in the state, through which scrapping of vehicles will be completely transparent, digital and traceable. All scrapping processes will be integrated with the Vahan portal, eliminating the possibility of unauthorized use of scrapable vehicles.

Exemption on motor vehicle tax will be available on purchase of new vehicle-

Government vehicles older than 15 years, vehicles without fitness/registration, accident-prone, damaged vehicles, junk vehicles purchased at auction, unserviceable vehicles or vehicles voluntarily given to RVSF can be scrapped under this policy.

Certificate of Deposit (COD) and Certificate of Vehicle Scrapping (CVS) will be issued to the vehicle owner from the authorized scrap centre. You can also avail the benefit of rebate of up to 50% (maximum Rs 1 lakh) in motor vehicle tax on the purchase of a new vehicle on the basis of COD.

Circular economy will be strengthened through Rajasthan Vehicle Scrapping Policy-2025. It will be possible to reuse the steel, aluminium, plastic, rubber and other materials obtained from scrapping, which will provide cheap raw materials to the automobile, steel and manufacturing sectors.

Rajasthan AI ML Policy- 2026

Objective: To make public service delivery more prompt, transparent and citizen-centric, increase administrative efficiency and encourage innovation-led economic growth through responsible, ethical and secure use of Artificial Intelligence and Machine Learning.

Under the policy, each department will identify tasks related to AI use for itself and appoint an AI nodal officer. Provision of modern digital and compute infrastructure, AI cloud services, secure data storage and testing platforms will be promoted.

AI education will be encouraged in schools, ITIs, polytechnic institutes and colleges.

AI training programs will be run for youth, teachers and government personnel.

Industries, MSMEs, Startups and Research Institutes will be given top-up incentives to undertake AI related initiatives as per RIPS, MSME and Startup policies.

Rajasthan Trade Promotion Policy-2025

Recently, Rajasthan Trade Promotion Policy-2025 was approved by the Cabinet with the aim of providing equal opportunities to small traders like big trade, e-commerce platform and logistics network.

This will strengthen the retail and wholesale trade of the state.

Keeping in mind the more than 10.5 lakh retail stores in the state and the rapidly growing consumer market, this policy will work to increase investment in the trade sector, generate employment, provide easy access to markets and credit to small traders and develop MSME enterprises in retail and wholesale trade.

Ease of doing business reforms have also been given important place in the policy. Under this, the possibilities of relaxing the provisions of the Rajasthan Shops and Commercial Establishments Act, 1958 as required will be considered, so that the operation of business units can be made simple and business-friendly.

Rajasthan Aerospace and Defense Policy 2026

The state government has taken many important decisions to increase the pace of progress in sectors like agriculture, energy, drinking water, education, infrastructure, medicine, industry. Along with this, with the objective of strengthening the state's self-reliance in aerospace and defense manufacturing and services and promoting Rajasthan's contribution to the nation's aerospace and defense manufacturing achievements, the state governmentRajasthan Aerospace and Defense PolicyHave brought. This policy will be helpful in promoting defense and space technology in the state as well as making Rajasthan an important hub of aerospace and defense manufacturing. Apart from attracting large investments in this sector, this policy focused on development of MSMEs, startups and innovation based ecosystem will also boost economic growth and employment generation. Under this policy, establishment of manufacturing enterprises, equipment and component manufacturers, suppliers, precision engineering units and units related to maintenance, repair and overhauling in the state will be promoted.

Manufacturing projects and service sector will be divided into three categories-

Under this policy, manufacturing projects will be categorized as large with minimum fixed capital investment of Rs 50 crore to Rs 300 crore, mega with investment of Rs 300 crore to Rs 1,000 crore and ultra mega project with investment of more than Rs 1,000 crore. Whereas, for the service sector, projects with fixed capital investment of Rs 25 crore to Rs 100 crore will be categorized as large, projects with investment of Rs 100 crore to Rs 250 crore as mega and projects with investment of more than Rs 250 crore as ultra mega.

Manufacturing and service sector projects will get various benefits-

Under the policy, eligible aerospace and defense manufacturing and service enterprises set up in A&D parks will be given investment subsidy of 75 percent reimbursement of state tax for 7 years in the form of asset creation incentive. Also, facility will be given to choose between 20 to 28 percent capital subsidy for manufacturing enterprises and 14 to 20 percent for service sector distributed over 10 years or 1.2 percent to 2 percent turnover linked incentive payable in annual installments for 10 years. Apart from this, as a top-up on these incentives, benefits like 10 to 15 percent employment booster, 25 percent sunrise booster for the first three mega or ultra mega units, 10 percent anchor booster, 20 percent thrust booster will also be provided. Mega, Ultra Mega manufacturing enterprises taking land from RIICO will also be given the benefit of flexible land payment for 10 years and 25 percent lease rental subsidy for office space for 5 years.

Rajasthan Semiconductor Policy-2026

Launch : 18 March 2026

Under the policy, all stages like semiconductor research, design, production, testing and packaging have been covered, which will develop a strong semiconductor ecosystem in Rajasthan. In view of this, Jodhpur-Pali-Marwar Industrial Area, Kankani Industrial Area and other clusters will be developed as primary semiconductor corridors. With this, along with land allotment and single window system, basic facilities like electricity, water, roads will be made available to the industries at a faster pace. Also, development of world class semiconductor parks and fabless design ecosystem will be strengthened.

Special provisions have been made in the policy to attract investment under the Semiconductor Manufacturing Package. This includes the provision of 100% rebate in electricity duty for the projects for 7 years, 75% rebate in stamp duty and land conversion fee and 25% reimbursement.

Besides, 60% grant of capital subsidy approved under India Semiconductor Mission and 5% interest subsidy on term loan will also be provided to promote capital investment.

Special provisions have also been made to maintain environmental balance along with industrial development. Under this, a provision has been made to reimburse 50% of the cost of environmental projects to eligible industries, 100% exemption in electricity duty for 7 years for projects with captive renewable energy and 50% exemption in consent fee under Rajasthan Green Rating System.

Rajasthan Industrial Park Incentive Policy-2026

Launch : 18 March 2026

Under this policy, development of world-class industrial parks, scientific and sustainable use of land-water-energy resources and logistics facilities will also be encouraged. This will also ensure encouragement of investment, employment generation and balanced development of all sectors.

Under this policy, industrial parks in private sectors will be developed on four development models. In Model-A, the development will be done entirely by a private developer on the land allotted by RIICO. Whereas, under Model-B, 80% land for the industrial park will be made available by the developer and the remaining 20% ​​land will be made available by RIICO at the rates fixed. Similarly, under Model-C, the entire land for the park will be arranged by the developer and Model-D will be based on PPP model. Under the policy, it will be mandatory for industrial parks in the private sector to have a minimum area of ​​50 acres and establishment of a minimum of 10 industrial units.
