Rajasthan State Commission for Women Act, 1999,Section 11Describes the functions of the Commission in detail, but in brief they are as follows:

1. To request the government to investigate and analyze and take action on all unfair acts against women.
2. To take steps to make existing laws more effective and ensure their implementation.
3. Reviewing existing laws and recommending amendments
4. To prevent discrimination against women in State public services and State public enterprises.
5. To take steps to improve the condition of women by suggesting practical welfare schemes, to appeal to the government to provide equal opportunities.
6. To appeal to the government to take strict action against public servants found working against the interests of women.
7. To submit annual/special reports to the Government with its recommendations.

Under the Act the Commission has:

10(1) Have the powers of a civil court when trying a suit under the Code of Civil Procedure 1908 (Central Act 5 of 1908). The Commission has the following powers under Sections 10,11,12 and 13 of the Rajasthan State Commission for Women Act, 1999:

10 (1) A. To summon and secure the attendance of any witness, and to examine him.

10 (1) E. Giving expedition or issuing summons for investigation of witnesses.

10 (2): The Commission shall be deemed to be a civil court and when an offense as is described in section 175, section 178, section 179, section 180, or section 228 of the Indian Penal Code, 1860 (Central Act of 1860) has been committed before the Commission, the Commission shall, after recording the facts relating to the offense and the statement of the accused, make a trial as per the provisions of the Indian Penal Code, 1860 (Central Act of 1860). 45) or under the Code of Criminal Procedure, 1973 (Central Act 2 of 1974), forward the case to a Magistrate within whose jurisdiction it falls, and the Magistrate to whom such case is forwarded shall hear the complaint against the accused in the same manner as if the complaint had been forwarded to him under section 346 of the Code of Criminal Procedure, 1973 (Central Act 2 of 1974).

10 (3) Every proceeding before the Commission shall be deemed to be a judicial proceeding under sections 193 and 228, and subject to the provisions of section 196 of the Indian Penal Code, 1860 (Central Act 45 of 1860), and the Commission shall be deemed to be a civil court for all the purposes of section 195 and Chapter XXVI of the Code of Criminal Procedure, 1973 (Central Act 2 of 1974).
